the Arabian capital. Yet he did not seek immediate implementation of Islamic laws in the House of God in Makkah; whatever was to be done, he did gradually. Islamic rule had been established in the holy

This is the plan of God Himself. A plan was initiated through Prophet Abraham, which can be called desert-based planning. Through
favourable, it culminates in what is termed the Islamic State. This process is mentioned in the Quran:
God has promised to those of you who believe and do good works that He shall make them masters in the land
